The Electoral Commission is established under Article 60 of the Constitution of the Republic of Uganda to organise, conduct and supervise free and fair elections and referenda. District offices are where that mandate is carried out day to day, so the people who lead them must be competent, impartial and of proven integrity.
The Commission has therefore asked an independent consultant to run the selection. Every applicant is assessed against the same published criteria, scored independently by more than one assessor, and told the outcome in writing. FIT Insights holds no discretion to favour any applicant, and every person who touches an application signs a conflict-of-interest and confidentiality declaration.
